Riverview EIR certification delayed

A Del Mar Planning Commission review and potential certification of an environmental impact report associated with the Riverview office project has been delayed one month. According to Senior Planner Matt Bator, the project will require additional hydrology reports associated with requirements of Del Mar’s new Storm Water permit and likely require an errata sheet for recertification.

The Riverview project is slated for the southeast corner of San Dieguito Road and Jimmy Durante Blvd. Besides the EIR, the project also requires a coastal development permit and floodplain development permit due to its location in the Coastal Commission Appeals area, and the 100-year floodplain of the San Dieguito Lagoon.

Proposed for the project are two, two-story commercial office buildings totaling 23,293 square feet with 83 parking spaces. The project will sit on two dirt vacant lot parcels, which have historically been used as private pay parking lots during the San Diego County Fair and Del Mar racing season. Unlike the Garden Del Mar project at the southern end of the city, the size of the Riverview construction area falls just short of requirements of Measure B, which requires voter approval for larger scale commercial building projects in the city that are 25,000 square feet or greater.

The project has been met with some concerns over traffic in the area, especially during summer months. Concerns have also been raised over a proposal in the nearby Del Mar Fairground’s updated master plan that calls for a 330-room hotel in close proximity to the Riverview project. A possible mitigation would be a new traffic signal for the intersection of San Dieguito and Jimmy Durante.

The next Del Mar Planning Commission meeting is slated for Tuesday, Sept. 8.
