City extends review time for fee study

The city of Solana Beach extended the public review period by a month for its revised Land Lease/Recreation Fee Study. The public review deadline had been set for June 14, but will now go until July 14.

The city is in the process of making corrections and changes to the report, which will be posted on the city’s website “as soon as it is complete,” according to a city e-blast. The corrections and changes will be shown in redline/strikeout “to facilitate and streamline the review,” the note states.

City officials decided to give the public an extra 30 days to review the corrections and changes. To view the report, visit http://www.ci.solanabeach.ca.us/newsmanager/templates/?a=61&z=1

The report is part of the city’s Draft Local Coastal Program Land Use Plan, which is being developed to identify long-term solutions for Solana Beach’s many coastal land use issues. The plan provides for the construction of sea walls and other bluff retention devices, under certain, limited conditions.

In allowing for the construction of a bluff retention device, the city must create a method of valuation to determine a fee schedule for land lease and recreation. The study proposes a draft plan for imposing that fee, while factoring in the California Coastal Commission’s sand mitigation fee formula.
