Dowling joins Resounding Joy board

Joseph D. Dowling, former president of a San Diego biotech company, has joined the board of Resounding Joy Inc., a nonprofit agency that provides programs and services throughout San Diego County and beyond. The agency uses music to help adults and children with special needs; www.resoundingjoyinc.org.

Barbara Reuer, executive director of Resounding Joy, appointed Dowling on July 7 and said board members are grateful to have Dowling as a director.

“He brings a great deal of operational and finance experience to our organization,” said Reuer, a music therapist who lives in Carmel Valley.

Dowling has served as a senior executive for business startups, emerging companies and Fortune 500 companies in the life sciences, financial services and technology industries for more than 25 years.

He has been managing director of Citigroup in Irvine and president of Digitech Solutions in Portland, Ore., among other positions.

For the last four years, he headed MediVas.
