Solana Beach City Council OKs trash collection rate hikes

The Solana Beach City Council approved rate increases requested by the city’s commercial and residential trash haulers at its meeting on Wednesday, July 13.

No one spoke at public hearings for the two rate increase measures, although the city received two protests regarding the residential rate increase, according to the city clerk.

The city has agreements with EDCO Waste and Recycling Services for commercial trash and recycling collection services, and with Coast Waste Management, Inc., for residential trash and recycling collection.

Under the agreements approved Wednesday, the monthly charge for the average commercial service — emptying a 3-cubic-yard container once a week — will increase to $97.13 from $95.07, or about 2.1 percent, for the 2011-12 fiscal year, which began July 1.

The charge for single-family residential homes will increase to $20.24 per month, from the current $19.61, a hike of 63 cents, or about 3 percent, according to a city staff report. Rates for condominiums and apartment buildings will also increase.

According to staff reports, trash collection rates for commercial and residential customers have not increased over the past three years.

Before setting the new rates, the city mailed letters regarding the proposed increases to all residential customers and businesses in the city, as required by state Prop. 218.

Rates charged by the trash haulers are tied to fees charged for dumping trash into local landfills, called tipping fees, and the consumer price index, according to the staff reports.
