		<description>During discussion with Caltrans subcommittee on the I5/Sr-56 Connectors, it was made very clear by Caltrans that the SR-56 Connectors had to be built before SR-56 would be expanded to 6 lanes. So why is this &#039;new&#039; issue being raised after the approval of Prop C that SR-56 needs to be expanded before Pacific Highlands Ranch can move forward.  It appears that someone in our Councilmembers office failed to understand the facts or failed to work closely with Development Services. This &#039;new&#039; information should have been disclosed as part of the Prop. C literature. </description>
