So why is this 'new' issue being raised after the approval of Prop C that SR-56 needs to be expanded before Pacific Highlands Ranch can move forward. It appears that someone in our Councilmembers office failed to understand the facts or failed to work closely with Development Services. This 'new' information should have been disclosed as part of the Prop. C literature.
