		<description>Right - as Marsha Sutton says, these are &quot;fiscal doves&quot; not &quot;fiscal hawks.&quot;  Their response is laughable and the height of cluelessness.  Kind of scary, actually, how out of touch (or perhaps incompetent) they all appear to be.  There is so much that is wrong with this that it&#039;s almost impossible to know where to start.    
  
For starters, the district should NOT be in the business of sheltering teachers from the impact of rising health care costs with one-off cash bonuses...health insurance should always be an item subject to negotiation in their contracts.  It&#039;s nice that Peabody appears to be so compassionate about rising health care costs, and we should all be concerned about the rise in premiums for the entire population, but the point is that EVERYONE who has health care benefits is dealing with huge premium increases.  The difference with teachers is that they have a CONTRACT that specifies a very rich benefits plan and also specifies what their contribution to health care premiums will be, which ranges from nothing to not very much (especially compared to most others in the working world)...why give them a gift outside of this contract??  Very irresponsible.  Not to mention the fact that this gift then applied to everyone else in the district, too.  And the fact that it was spent from a federal jobs grant makes it even more appalling.
