I would be interested in hearing which solar companies are in support of it. I was at a meeting with more than 30 solar companies in San Diego (including the largest ones in California) -- no one was 'for' the rate hike. Also, I'm not sure where your 70K average increase for the utility stat came from, but the graph posted on the CCSE's website shows it could increase their costs up to $120K. Also, they've found the impact to residential solar customers could potentially be much much more than $40 per month.
