That is essentially character and tactic of the whole One Paseo/Kilroy enterprise. Make up a grass roots movement, make up a catchy "home spun" theme about a main street that is totally illusionary and push an ugly innappropriate monstrosity through as if we are blindfolded. The people that are invoking civility to complain about the Mayor, Supervisor and real public are total hypocrites. What Kilroy has done is NOT civil, polite, or straightforward in any sense. I live in the northern part of CV, would be directly affected including LOWER property value (and lower property taxes going to the city).
