The Del Mar Mesa Community Planning Board is expected to make an advisory decision on the Carmel View housing development project at its Feb. 12 meeting.
The board's reaction to the Del Mar Mesa Road project last month was very negative, said developer Don Conley. The group raised several issues that still need to be addressed, but Conley said he hopes to get the board to support his project before he goes before the city council in March.
"I believe that we can work it out," Conley said.
Carmel View is planned for Little McGonigle Ranch Road and Del Mar Mesa Road, just before Duck Pond Lane and the entrance to the Mesa trails.
It will have 13 custom home lots on 15 acres, Conley said, with a private driveway and private roads within the community. The neighborhood could have a gated entrance, he said.
Board member Lisa Ross said the group is not sold on the idea that the neighborhood needs to be private.
Also as part of the project, the developer plans to improve the trail system that links up with the Mesa trails. One improvement is adding a watering facility for horses and riders.
There was some debate between Conley and the board when they last reviewed the project on Jan. 8. They disagreed over what they had discussed in previous meetings regarding moving the trail away from the main road.
Board members Paul Metcalf and Jan Hudson said they preferred that pedestrian and riding trails be away from the neighborhood streets.
The board members also want a corner at the project's entrance reshaped, as it has become problematic for drivers.
Ross said that developers in the past have been willing to make changes to make their projects to better fit with Del Mar Mesa's unique rural character.
"The Carmel View project is in the unique situation to fix one of the least attractive intersections in our community," she said.
Conley asserted that these problems weren't addressed when he last came before the board - his dealings with the board date back to 2007. He said he didn't think it was appropriate to suggest changes now at the "12th hour."
