Key goal is removing language tying PHR development to 5/56
The Carmel Valley Community Planning Board is moving closer toward recommending changes to Proposition M, the measure that tied the Pacific Highlands Ranch (PHR) community's development to the Interstate 5 to Highway 56 (5/56) connectors.
A subcommittee for the board is working on the issue and members hope to get the change on the November ballot.
Subcommittee chair Scott Tillson said Prop M's language, that only 1,900 units in PHR can be built until the 5/56 connector is completed, is an "undue, unnecessary hindrance in the development of PHR as a self-contained community.
"The restrictive language needs to be struck," Tillson said.
The subcommittee hasn't yet finished work on what modifications they will request in the ballot language. They hope to gain approval from the planning board by May for the ballot measure to go through the city process and get to the county registrar by July.
By changing Prop M, the public facilities financing plan and transportation phasing plan would also change, as several projects would be approved once the cap is removed. Those projects include two small neighborhood parks, a large community park and recreation center next to Canyon Crest Academy and the Pacific Highlands Ranch Village Center mixed-use retail and residential center.
