Del Mar Community Connections, a 501(c) 3 nonprofit organization, serves the residents of Del Mar with support services and programs for seniors and those with special needs, to enable greater independence and security while aging in place. As residents face the changing mandates and priorities for community improvements, they also face the prospects of new expenses that can/might undermine aging in place.
The Community Support Fund was established as a vehicle through which support can be provided by the community, for the community, as city programs affecting homeowners are mandated. The program provides low interest loans to qualifying Del Mar homeowners, to be used for major financial outlays mandated by the City of Del Mar. Some expected uses of the fund are the costs to homeowners associated with the utility undergrounding projects and the replacement of wood roofs.
The Community Support Fund relies on donations from other Del Mar residents, although donations from any source are welcome. Each project or program benefiting from the Fund is responsible for the fundraising of contributions. Loans are subject to the availability of funds. Donations are tax-deductible to the full extent of the law.
Qualification is based on financial need. The application and selection process is confidential and handled by an objective third party using predefined criteria.
Loans are secured by a deed of trust on the property, to be removed when loans are repaid. Simple interest of 3 percent accrues on the loans over the loan period, which runs until title to the property changes owners, or for 15 years, with the option to reapply. No interim payments are required.
As loans are repaid, the fund is replenished and used to assist other City of Del Mar residents needing financial help to meet costs of other mandated projects.
