Budget gives council its fill of challenges

It's been a challenging month at City Hall as we've worked to pass next year's budget. We're still waiting to see what effect the state budget cuts will have on public safety and neighborhood services such as parks and libraries.

After hearing from constituents who received unpaid business tax notices, I proposed major revisions to make the Business Tax Compliance Program fairer and more efficient. Under my proposed plan, the City would identify and correct problems that currently result in 75 percent of businesses being misidentified as non-compliant.

Many of you have been following developments at Torrey Pines City Park, home to the Gliderport. This month, I voted to approve a contract for the creation of a General Development Plan for the park. I am concerned about potential erosion and bluff stabilization at the park, so I also asked that the city begin working on a funding strategy to implement the plan immediately upon its approval.

I appreciate so many of you taking the time to contact our office with your input on the Children's Pool. On June 1, a federal judge affirmed the restraining order, which prevents the Superior Court from ordering the city to disperse the seals. Meanwhile, legislation is making its way through the State Assembly to allow the city to use the Children's Pool as a marine mammal park.

The city needs to create a short-term management plan for the Children's Pool, so we held a community forum on Thursday, June 18, the La Jolla High School Auditorium on how best to preserve the safety of both humans and seals.

A second forum on Thursday, June 25, at 6 p.m. will focus on the possibility of a marine mammal park.
